D1: State and describe the Board's policy for seeking public input on policy matters. Include the following in your response:

a. A description of the methods used to solicit public input at various points in policymaking, plan formulation, and/or resource allocation decisions made by the Board.

b. A specific description of how the publication requirement tasks for the local plan were accomplished. (See Publication Requirements in the Integrated Guidelines for a list of these tasks. Submit proof of publication in hard copy.).

Central Texas Workforce Board solicits public input using the following methods:

· Public Hearings and Meetings;
· Stakeholder Meetings and Advisory Groups;
· Customer and Stakeholder Focus Groups;
· Open Business Meetings including posting notice of meeting on the Texas Register; the Central Texas Web Site, www.workforcelink.com; the Workforce Board Administrative Building; and at the County Court House in the County where the meeting(s) are held;
· Posting documents on the Central Texas Web Site, www.workforcelink.com, for review and comment;
· Public Notice in local newspapers; and
· Mail-out distribution.

Publication and solicitation of public comment for the Central Texas Integrated Plan:

· Public Notice of Public Meeting, Public Hearing, and availability of Central Texas Workforce Integrated Plan for review and comment at the administrative office of the Central Texas Workforce Board;
· Public Meeting to review, comment, and confirm Demand, Emerging and Target Occupations;
· Public Hearing to gather public comment on the Central Texas Workforce Integrated Plan;
· During the Central Texas Workforce Board's open business meeting, prior to approval of the Central Texas Workforce Integrated Plan (pending incorporation of any and all public comment received during the 30-day comment period), public comment was solicited; and
· Posting of Central Texas Workforce Integrated Plan and Workforce Policies on the Central Texas Workforce Web Site, www.workforcelink.com.
· Distribution of the Central Texas Workforce Integrated Plan to Central Texas Workforce System staff and partners; comment was solicited through Workforce meetings, e-mail feedback, and targeted focus groups.

Documentation and a summary of the Central Texas Integrated Plan publication process and results are provided as an "hard copy" attachment to the electronic plan submission.

Public Notice of Public Hearing of April 5, 2000 was published in local newspapers on March 7, 8, and 9, 2000;

Notice of availability of Central Texas Workforce Integrated Plan for review and comment at the administrative office of the Central Texas Workforce Board on June 16, 2000 was published on May 14 and 15, 2000.

Notice of Public Hearing of July 13, 2000 was published in local newspapers on May 21 and 22, 2000.

Public Hearing to review, comment, and confirm Demand, Emerging and Target Occupations was held at the Killeen Workforce Center, 300 Cheyenne, Killeen, Texas, at 9:00 a.m. on April 5, 2000. In addition to public notice in local newspapers, an invitation was mailed to over 550 local businesses and educators.

Public Hearing to gather public comment on the Central Texas Workforce Integrated Plan was held at the Killeen Workforce Center, 300 Cheyenne, Killeen, Texas, at 10:00 a.m. on July 13, 2000.

The Central Texas Workforce Board's open business meeting was held at the Killeen Workforce Center, 300 Cheyenne, Killeen, Texas, at 10:00 a.m. on June 22, 2000. Prior to approval of the Central Texas Workforce Integrated Plan (pending incorporation of any and all public comment received during the 30-day comment period) public comment was solicited.

On June 16, 2000, the Central Texas Workforce Integrated Plan and Workforce Policies were posted on the Central Texas Workforce Web Site, www.workforcelink.com for public and stakeholder review and comment.

Following public availability of the Central Texas Workforce Integrated Plan on June 16, 2000, the document was distributed electronically and in "hard copy," as appropriate, to Central Texas Workforce System staff and partners and comment was solicited through Workforce meetings, e-mail feedback, and targeted focus groups.
